It is not a "plug-in" in the sense of some formal interface between
TortoiseSVN and the tool. You just need a command line interface for the
tool. In the case of Word and OpenOffice, TortoiseSVN includes some
JScripts that drive the tools via their COM interface.

I have no idea if there are binary diff tools for other documents, like
JPG's or Photoshop. If there was, and you could drive it from the
command-line, then you could plug it in to TortoiseSVN.
