integrated access control

Hello,

Just wanting to confirm whether the additional access
control added to svnserve is any more closely tied to
the repository than the Apache version. From what I'm
reading it seems not but I'd like to verify.

The problem we have is that Apache access control does
not follow the directories specified when they're
copied/branched and require server access to maintain.
 I've seen mention of using properties and a
pre-commit hook script to restrict access, but to my
understanding this can't prevent read access.
