How to setup svn+ssh on fedora core 4

Hi
  Can anyone tell me how to set up the svn+ssh on server step by step
  How one can add the user who can only access the svn using svn+ssh
  
  I m able to use svn using svn only but i want to add support of ssh
  
  So how can i
  I have read the book but not getting the things
