how to set properties of svn user's

Hello,

         I m working on subversion 1.3.0. I have configured http url for
repository browsing in my network.
Also created users.
But what i want to do is i want give only one user all rights means i only
one user as administrator and the rest normal user's.
so plz. help me regarding setting properties of user's.
