In Subversion 1.3.0, the Perl and Python bindings are compatible with
SWIG 1.3.27, but the Ruby bindings are not. For this reason, we
include a warning message here.

Subversion 1.3.1 should have complete support for SWIG 1.3.27,
including the Ruby bindings.
