No. Only continuous numbers, and you can't set them by hand.

I don't know what you mean with "repository 1.2.3 from CVS". Do you mean a tag
or branch "1.2.3" in a CVS repository ? Do you mean the version of a single
file (you know that CVS is versioning each file individually and SubVersion
the whole repository, right ?)

If you mean a tag or branch, cvs2svn should handle it automatically AFAIK.

I suggest you read the SubVersion book (http://svnbook.red-bean.com), it
should answer a lot of your questions. Especially appendix A: SubVersion for
CVS Users.
