Yes, this is correct. Of course, the files are formatted for subversion, and generally only contain the difference between revisions; thus, there's no single file you can examine which would have the full text of a file for any specific revision. (The only exception I'm aware of is when you first add a file, as the delta from nothing to something is the entire something itself.)

Out of curiosity, why are you trying to decipher how Subversion stores revisions?
