Did you maybe try to commit once on the client in question and check the "save credentials" box on the dialog? Then tortoisesvn would know about the username and password and would have no reason to ask. This would explain why commiting works just fine.

Anyways: as you found the tortoise mailing list by yourself there's no need to point you there, but try not to crosspost on the subversion mailing list - tortoisesvn is a project of it's own.
