Local Cache of User Info

Hello,

I just read the svnbook. I have used svn a few months
ago but currently, I don't have one in my new
environment.

I gather from the book that the user's password is
also stored there in plaintext? If it is, why not use
its "hash" or something safer?

Also I might have missed it, can somebody point me to
the part where I can find out how to add users,
setting/point to an authentication service, and the
like? Or explain if it's not there?
