Problem with needs-lock

Hi, I have configured an SVN Server in Linux with apache (svn version
1.2.3).
In my Windows XP desktop machine I have installed tortoise SVN. The
repository is of type fsfs.
The problem is when I mark a file with the property "needs-lock". When I
update that file it doesn't appear as readonly.
I don't know what I can be.
I've tried with a SVN Server in windows and it worked ok.

Any Ideas?
