Best way to assign properties when file is committed?

Hello,

We are a small task just getting started with Subversion. We are wondering
what is the *best* way to assign properties when a file (or files) is
committed. Someone told us about his own method of running a nightly
script on the whole repository but we've heard there is a slight risk in
doing that.

So, what is the best way to assign properties during a commit?
