working with UTF8 and svn:mime-type and svn:keywords and svn:eol-style

Hello to all:

Once I set my properties as follows, then keyword substitution is no
longer performed. What am I doing wrong? I'm using "English (United
States)" on Windows XP. But I want to create/edit utf8 files.

svn pl -v insert-SL_UI-2.sql

Properties on 'insert-SL_UI-2.sql':
   svn:mime-type : text/plain; charset=UTF-8
   svn:keywords : Id Date URL
   svn:eol-style : LF
