svn performance problems (with big network latency?)

I have a performance problem with subversion. Nothing looks similar in
open issues, though I might be wrong.

The server is svn 1.2.0, FreeBSD, FSFS backend, serving HTTPS through
Apache and also svn:// and svn+ssh://.

The clients are svn 1.1.3, 1.2.0 and 1.2.3 under FreeBSD and MacOS X.

The operation in question is fresh checkout of the repository subtree,
10Mb of data totally.

When the checkout takes place within the LAN where the server is
installed, everything is fast.

When trying to access the server from the outside world, the following
happens. The checkout with 1.1.3 client takes 3 minutes to complete.
Checkout with 1.2.x clients takes long, long time (it was 96 minutes
last time I measured it). The access method doesn't seem to be relevant.

Any ideas?
