My guess would be: a) permission problems b) "Synchronize It!" did not copie
the whole tree.

BTW, db\transactions\3-1.txn seems like a leftower from some old, failed
transaction. What if you run 'svnadmin rmtxns f:\Subversion
Repositories\Bibliographies\' to remove leftover transactions and tray again?

Or maybe someone was doing checkin righth at the time when "Synchronize" was
copying the repository, and you have captured the repository in the middle of
a transaction which was later deleted?

Just guesses...
