The time zone setting seems to be ok. It is West European standard time
on a Windows XP Professional system. We have about half a dozen Windows
PCs of different age here, and all have the same problem. So either it
is in the client library or the svn server has actually stored the wrong
times on the commit. (The time setting on the server is ok as well;
I use svn version 1.2.3 under Cygwin on the server.)
