svn log/svn info

When copying folders from one location to another (i.e cheap copy) the files
within the folder do not have their revision number incremented. i.e 'svn
info' Last changed revsion : 3

When looking at 'svn log' the last revision is 4.

The last changed revision must be 4 as the URL has changed?

I think a fix must have been put into subversion 1.2 as the 'svn cat'
command would not work for revision 3 as the URL was incorrect (As it didn't
exist at revision 3).

I think it is misleading to say that revision 3 is the 'Last changed
revsion' as there were changes in revsion 4 (metadata).
