Flipping the logic, I would argue that the last modified time should be
preserved through the system and not having tools modify the last
modified timestamp when they are in fact NOT modifying the file.

I would argue for this also being another bug / deficiency.

I have "use commit time" turned on, but when I commit a file the
timestamp is not updated. When other people get the file I checked in,
their timestamp uses my commit time.

Is their a way to update the committers timestamp to match what is
stored in the repo?
