Hm, at me costs apache-2.0.54-r31, compiled with options mpm-prefork, ldap, apache2, ssl (I use Gentoo Linux). And why this a problem only in one place? We have partners which without problems work with subversion in USA, Italy and many other things cities Ukraine.
By the way, the given problem arises only at commit in the certain branch, at commit in other branch all is normal. Other people who work with this the project normally do commit. I have seen access rights - all normally. There can be a problem in them ISP or adjustments firewall?
