That's the Subversion version in Debian Stable ('sarge'). Subversion
1.2.3 is available in both testing ('etch') and unstable ('sid').

If you need 1.2 series functionality, you will need to either
move your Debian installation onto testing or unstable, or to
obtain a 'backport' of the later version to sarge. If you're
running a server, the latter is probably the recommended
course of action.

Backported packages for sarge are currently in the pending queue
at www.backports.org awaiting infrastructures changes for sarge
backports.

This is really a Debian question, so I suggest that if you have
further questions you ask a Debian support list. Given your
location, the Debian Swedish list is probably the place to
start - http://www.debian.org/international/Swedish/sandlistor.
