Yes, But it was clearly stated that this patch does not work in all cases and needs extensive testing, hence why I want to wait until the bug is fixed and the code tested and ratified into the main development branch.
Subversion looks to be a very good version control system, except for this one (critical in my opinion) issue.
Is there a timescale for when this issue will be resolved?

Did you see that there is already an implementation?
I'd suggest you get a current patch by something like
svn diff -r 13255:HEAD http://svn.collab.net/repos/svn/branches/meta-data-versioning/text-time > /tmp/text-time.patch and use this patch to update your subversion source.
Or, if you're compiling a checkout of subversion, you can use "svn merge".
