Did you see that there is already an implementation?

I'd suggest you get a current patch by something like
        svn diff -r 13255:HEAD http://svn.collab.net/repos/svn/branches/meta-data-versioning/text-time > /tmp/text-time.patch
and use this patch to update your subversion source.

Or, if you're compiling a checkout of subversion, you can use "svn merge".
