Just some ideas:

*Is /Depot/WWW/Repository/mel/db/ and all its subdirectories owned and
writable by Apache? (While you are at it: remove any sticky bits.)

*Are you using other access methods on this repository? With different UIDs?

*Is the Apache configured to change its UID for some domains? Maybe this is
an Apache problem in this case?
