umask of .svn files

I am using subversion to keep track of /etc. I'm worried about files
like shadow being readable in the .svn directories. What is the umask
when subversion creates these files? I've set everything to 077 for the
existing .svn directories, but do I have to worry about any new files?
Is there a way to change any default setting?
