TSVN has no control over this. You can set this in Windows Explorer's
options. First make sure the active Explorer window displays just the
way you want it (enable the SVN columns etc.). Then you have to go to
the Folder Options menu option in Explorer and deselect the option that
saves each folder's state. Then press the button that says "all folders
like this one" or something like that. (I have a Dutch language version
of Windows 2000 here, so I cannot tell you the exact captions of the
menu items/buttons etc.)
