Subversion handles UTF-16 as binary?

A user said that a UTF-16 Unicode file was not able to
have changes from an update merged in to their working
copy. I've been Googling, and it looks like
Subversion handles UTF-8 okay, but it is better to
make it treat UTF-16 as "binary".

This would mean that only one person at a time could
edit a Unicode text file, since changes could never be
merged.

That would be a little bit bad, so I thought I better
ask if my understanding was correct.
