I have no experience with Subversion on Windows, but I guess you're
referring to this:
        http://subversion.tigris.org/project_packages.html#windows

By upgrading the binary package of Subversion for Windows, you
effectively upgrade BerkeleyDB as well. In that case:
        http://subversion.tigris.org/faq.html#bdb43-upgrade
