"Development halted"?

The home page of vss2svn currently says:

  Development is currently halted on this project.
  ... [plans] ...
  This tool will be much more robust and scalable than the current one,
  and will hopefully feature a more thorough VSS parsing engine.

Given the above, I wonder what specifically is wrong with the current implementation of vss2svn?

Note that I have focused my attention on the branch

maintained by Leo Davis - and this branch seems to be working rather nicely for me, using Subversion 1.2.3?
