Setting Permissions - SVN installation

Hello,

The subversion (1.2) is installed on linux RHEL 3.0 with apached configured.

TortoiseSVN is installed as a client to access the repository.

The problem i am facing is i cannot create any more branches, tags, files,
checkout, checkin etc due to permission problem.

I get the below message:

Error: Commit failed (details follow):
Error: Can't create directory '/svn/repos/db/transactions/9-1.txn':
Permission denied

The permissions on my linux box looks like this for transactions directory

drwxr-sr-x 2 root root 4096 Oct 4 11:39 transactions

Any idea what kind of permissions i need to set for the users to perform
operations on the svn repos??
