Any update on 'obliterate'?

Any update on 'obliterate'? I'm having trouble determining the status here:

...although it looks like it's not completed.

In the meantime, is this procedure still valid?

All I really want to do is reduce the size of an existing repository
because some massively-sized files were moved from one repository to
another. If there are better ways to solved this problem, please let me know.
