Definitely. There's an issue open for that, along with the ability
for externals to be relative paths.

Ben Reser is working on a new UI that would allow one to explicitly
say "I want this thing" or "I don't want this thing", and then 'svn
up' would honor the stickiness. It's main use is so that people can
do "svn checkout --non-recursive", and then make things slowly
appear. But it could also be used to make single things disappear.
