You might want to look at svk <http://svk.elixus.org/>. I don't know
if it will do what you want, but it does synchronize two different
Subversion archives. It might work via email.

When I first used ClearCase MultiSite beck in release 1.0, we set it
up to do archive syncing via email. In theory, it could even be setup
to do syncing by floppy disks (remember those?). Now that everything
is connected to the Internet, it doesn't seem like a feature that most
people clamor for anymore.

And, don't even get me started about UUCP. I use to setup UUCP networks.
