I'm not sure what version of java is available for OS 9.2, but you
might have some luck hacking together a client with the JavaSVN
bindings. They don't support the file:// access method, but
otherwise they should do the trick.

P.S. Your client might also be urged to reconsider their choice of
running on an obsolete/unsupported platform, if it is at all possible
for them.
