BTW, if you use ActivePerl, you shouldn't use UTC filetimes
(stat->mtime) because the Activestate binaries are broken in this

as you were surprised about Apache?

Although I use Perl only occasionally (therefore not _that_ familiar
with it), I really like it. It's extremly powerful and efficient.

You might find other tools from the GNU/Unix world extremly useful
and more efficient than many fancy Microsoft solutions. But I suggest
a more relaxed and patient approach and RTFM twice. You need to
invest some time to make it useful.
