I take that back.

It may still be the virus scanner. I just ran it on a different
machine and am able to cause the error by turning the same virus
scanner on, and have it work by turning the virus scanner off.
Apparently, disabling the virus scanner on the computer I am trying
this on is more difficult than I thought.

Let me work on getting a proper test with the virus scanner going,
then I will report back. I think this may be it.
