I just went through this. Try upgrading mod_dav_svn.

Subject: RE: Lock Failure over http on 1.2.0

I am posting the resolution to my issue in case anyone sees this problem
in the future.

I built SVN 1.2.0 from source but did not upgrade to version 1.2.0 of
mod_dav_svn. I left this step out. After upgrading mod_dav_svn,
locking works fine.

Thanks,

Subject: Lock Failure over http on 1.2.0

I am having the same problem as Jens

After installing 1.2.0, local locks work fine but while trying to get a
lock over http I get an error:

svn: Lock request failed: 405 Method Not Allowed (http://svn.testlab
<http://svn.testlab/> )

I thought maybe it was permissions to the repository but everything
looks right and I am still able to commit to the repository without
issue.

Are there new requirements that come with the Lock feature for
configuring apache?

Thanks,
