Yeah, really, the categories are better named "subversion maintainer"
and "developer".

The tarball is meant for general consumption by anyone who just wants
to build and install ("developers"). Meanwhile, people who actually
work on subversion itself must build from project working copies
("maintainers"), and have a much larger set of build requirements.
