Really what you describe above are two types of developers. "Users"
by my definition never need to compile code. #2 is just a developer
of more limited knowledge and often end users are forced to cross
their fingers and play that role. (That could be a whole other unix
rant.. but I will resist the urge.)

I generally install developer packages, I must have missed something
when installing SuSE. I know I do intentionally skip some dev
packages that I think I won't need, since I don't do any X Windows
development for example. I'll use not being familiar with the
multitude of packages as my excuse. I haven't had the energy to boot
back into Linux and investigate further. I will try to do that to
see if there is apr-dev package that I don't have installed.
