I do not think it is possible. After all, for svn+ssh scheme to work,
users must have a ssh account on the server so they can always log in
and see what's on the disks.

Try 'command="svnserve -t -r /YOUR/ROOT" thekey...' in their
~/.ssh/authorized_keys, may be?
