global settings, stop local config file

when i use the svn command on linux, it creates a
.subversion dir with the config file in my home dir. I
created and modified the global config file in
/etc/subversion. But the global config file changes
are not reflected as the local config file is created
with default settings. How do i stop the creation of
local config files ... or how do i force all users to
use the global config rather than the local one ??
