unable to checkout/import a copy from svn repository on windows98/2K

hello friends!
i have installed svn-1.1.3 0n windows98 from executable source
svn-1.1.3-setup.exe which is
stable.i have created a svn repository but when i checkout a copy from
repository or try to
import, it gives me following error:

could not open ra_local session to URL
file:///... contains only a hostname, no path

however the same procedure is successfully implemented on red hat linux.
please help me .
