Just to add some closure to this thread, I think the problem was that I
was running a script every 5 minutes that updated the .htaccess file for
the subversion repository. It was updating the last accessed and
modified time stamps, which I think was causing the httpd server to
hiccup on _long_ transactions.

Some partial checkouts also seemed to occur because of this. I turned
off the script and we haven't had any problems since.
