Can you set properties on a file without having it checked out?

I have a post-commit script where I want to set a property on all the
files checked in. However, I want to set it without a working copy
(since the post-commit script should probably set the value on the
repository directly without using any working copy). Is this possible?

I'm trying to attach Change Request (CR) property numbers as properties
to the files checked in. Thank you.
