This depends on whether your developers are all accessing the repository
through file:// or http:// with Apache. If you are working through
Apache, then you do not suffer the user limitations that you might with
standard Windows connections. I believe the same would be true if you
were using svnserve.
General rule of thumb: As long as users aren't mapping / connecting
through Windows Explorer, but through a web browser, you should be fine.
