Export Files Changed between two revisions

We're looking for a Windows-based tool (could be script or native exe,
or whatever, so long as it runs in Windows, not cygwin) and we'd rather
not have to write it ourselves.

Does anyone have a tool that takes a repository URL, two revision
numbers, and a destination path, then exports all of the files that were
either added or updated between those two revisions - following the
relative directory structure of the repository?
