Svn client and /etc/subversion/config

$ svn --version

Where does svn client get "~/.subversion/config" file when the client first
logs in? My impression was that "/etc/subversion/config" would be used as a
template to create user's "~/.subversion/config" files but it appears that it's
not the case.

Should one manually sync client's config files, even after the first login? Am
I missing something?
