In my case, /etc/subversion does exist. I changed default
/etc/subversion/config and was expecting that when I invoke svn the first time
my local config would reflect whatever was in /etc/subversion/config when svn
was called. Somehow, my local config does not contain any customizations I made
to the /etc/subversion/config.
