"svn move" creates visible .svn directory on Windows

When I use "svn move" on Windows to move a directory to another
directory, the newly created directory contains a visible .svn
directory (i.e., hidden attribute not set). The other .svn directories
created by svn are hidden so I assume this is a bug.
