As you're probably aware, the update to Active Desktop comes with upgrading IE 4.x to IE 5. If you've already installed IE 5.x, this can still be done, though not in an officially
endorsed way. See for instance http://www.petri.co.il/install_active_desktop_on_nt_40.htm
The Tortoise site used to have a recipe as well. I did it several times on different PCs and it worked for me.
