Have you actually tried cvs2svn to see if it works?

   If it fails, you can always obtain a Linux "live" CD
   (such as Knoppix) and either run it on a real machine,
   or use a machine emulator like VMWare or QEMU to boot
   it to do your conversion. Quite simple, and temporary.
