Try to 'emerge db && emerge subversion'

Seems like subversion does not fne db on configuration.

What does 'emerge -p db' say?

Also, the newer db (4.2.52) is masked by ~x86 keyword. I had to use the
following:

ACCEPT_KEYWORDS='~x86' emerge db

and then to

emerge subversion

once again to compile with db-4.2.52_p2

BTW, db seems to be slotted, I have them both on my system at the moment.
